Capacity Building Event 1
We are thrilled to share our first capacity-building event with you, which took place from May 16 to 19, 2023, in the village of Mavrovo. This event marked a significant step toward modernizing agriculture and rural development policy, and we are excited to provide you with an overview of its highlights.
1. Building the Foundation for Evidence-Based Policy
Our capacity-building event was designed to empower key stakeholders, including the Ministry of Agriculture, Forestry, and Water Economy (MAFWE), AFSARD, NEA, and data providers, to establish a robust monitoring and evaluation (M&E) system for evidence-based national agriculture and rural development policy. Supported by the World Bank, this initiative is integral to the broader Agriculture Modernization Project (AMP).
2. Objectives: Fostering Understanding
The event aimed to equip participants with a deep understanding of:
- The fundamentals of evidence-based policy monitoring and evaluation, including methodology and principles, and the role of various M&E elements in shaping policy.
- The intervention logic of the national agriculture and rural development policy, particularly the strategy and multi-annual program, serving as the foundation for the M&E system.
- Drawing inspiration from the EU’s Performance Measurement Framework (PMEF) to enhance North Macedonia’s M&E system.
3. Guiding Principles for Success
- To ensure a productive learning environment, we adhered to the following principles:
- Early registration to address technical issues.
- Keeping presentations concise with frequent interaction.
- Emphasizing simplicity in group discussions and exercises.
- Creating conducive room setups for effective learning.
4.Target Audience
The training primarily catered to MAFWE employees involved in agriculture and rural policy and those responsible for monitoring and evaluating these policies.
5. Event Highlights
Getting Prepared: The event preparation included the agenda, participant list finalization, and supply procurement to ensure a smooth training experience.
Conducting the Event: Over the course of three days, participants engaged in various activities, including group exercises, presentations, and discussions, to deepen their knowledge.
6.Feedback and Future Prospects
Participants expressed high levels of satisfaction with the training and shared their positive experiences. We look forward to leveraging this newfound knowledge to drive positive changes in our agriculture and rural development policies.
